JASON
Jason is a disturbed and damaged young man, who was sixteen when his case was brought to the MAPPP. He was under the supervision of one of the local Youth Offending Services for an offence of gross indecency. Jason was subject to an intensive package of supervision with substantial therapeutic input, which also involved a curfew and electronic tagging.

The risk assessment on Jason chronicled a long history of disturbed, sexually disinhibited and inappropriate behaviour. Jason had been subject to the strict control of his mother, but as he grew older her ability to control him weakened. There were also developing concerns that she was herself at risk from Jason.

The immediate priority addressed by the MAPPP was to find somewhere safe for Jason to live. It was agreed that he should be removed from his immediate neighbourhood, where all of his offending and inappropriate behaviour had taken place.

There were insufficient grounds for his removal under care proceedings, and he was too young to be eligible for placement in Approved Premises, managed by the Probation Service.

Jason was placed at one of the City Council’s hostels for homeless people, with an enhanced package of support in place. Unfortunately his behaviour deteriorated, putting other residents and staff at a real risk of harm. He was taken back to court for being in breach of his order. On the MAPPP’s recommendation, the worker for the Youth Offending Service informed the court that Jason could not be managed safely in the community at the present time. He was then sentenced to a term of detention.

When he was released, still subject to the supervision of the YOS,  Jason returned to the hostel and his behaviour was monitored very closely by the Police. As a result he was observed exposing himself to a group of schoolgirls in a city park.

Jason was charged and convicted of this offence. He was sentenced to a term of Youth Custody, where he currently remains. He is likely to be released later this year, at which stage he will be old enough to be required to reside in a Probation supervised Approved Premises.

The Police are also currently exploring the possibility of applying for a Sexual Offences Prevention Order (SOPO), which would impose additional controls on Jason’s behaviour and render him subject to the Sex Offender Register.
