Understanding how we work

There are three categories of offenders who fall within the operations of the Multi-Agency Public Protection Arrangements (MAPPA).

Category One

Registered Sex Offenders (RSOs) in the community are required to register with the Police. The period of registration varies depending on the seriousness of their crime. There are some sex offenders who will be registered indefinitely.

Category Two

Offenders released from custody, who are being supervised while on a post-release licence, having been sentenced to 12 months or more for a violent offence or an offence against a child. This category also includes the small number of sex offenders who received 12 months or more but who are not required to sign on the Sex Offender Register.

Category Three

Any ‘other dangerous’ offenders, who do not fit into either of the above categories, but are nonetheless assessed as high risk.



Three levels of managing risk

All MAPPA registered offenders are regularly reviewed and their risk assessed. Risk is divided into low, medium, high or very high risk. An individual’s risk is managed in one of three ways or levels.

Level One

At this level only one agency is involved in the management and supervision of the offender. Level One includes the vast majority of MAPPA offenders, who are not assessed as high risk and/or where there is no need for the active involvement of any additional agency other than the one responsible for the case.

Level Two

Level Two requires the involvement of more than one agency to manage the increased risk. Offenders who are assessed as high risk, and where it is necessary for more than one agency to be involved for effective risk management, are dealt with by Local Inter-Agency Management at MAPPA Level Two.

The Level Two arrangements in this area are based on which agency has the responsibility to manage the offender.

If an offender is subject to statutory supervision by the Probation Service, the service will convene a Risk Assessment and Management Panel (RAMP) as a MAPPA Level Two meeting.

Offenders under the statutory supervision of the Leicester City Youth Offending Service, or the Leicestershire Youth Offending Service, who are assessed as requiring MAPPA Level Two meetings, will have their cases reviewed by these respective agencies.

MAPPA level two offenders managed by the Health Service will be subject to Risk Concern Meetings, which have been integrated into the local Care Programme Approach (CPA) procedures.

Any other offender, not being managed under any of the above processes, who is assessed as requiring MAPPA Level Two management will be subject to Level Two meetings convened by Leicestershire Constabulary.

Level Three

The small number of high or very high risk offenders, where there is a high likelihood of serious re-offending, will be managed at MAPPA Level Three by the Multi-Agency Public Protection Panel or MAPPP.

All key agencies have committed one of their senior managers to sit on the MAPPP as “Core Panel Members.” The panel members have delegated authority to prioritise and commit resources or services on behalf of their respective agencies, as part of a risk management plan.

The Multi-Agency Public Protection Panel meets monthly, and is usually convened at County Hall. The panel meetings are chaired by the independent MAPPA manager Bob Petrie, who is seconded from the Probation Service.
