The responsible authority

The three agencies which have a joint statutory duty to operate the MAPPA are the Police, and the Probation and Prison Services. These three agencies are collectively known as 'The Responsible Authority'

The three Responsible Authority agencies for Leicester, Leicestershire and Rutland are:

  • Leicestershire Constabulary
  • National Probation Service, Leicestershire & Rutland Area
  • HM Prison Service, East Midlands Area

Further key agencies have a statutory duty to co-operate with the Responsible Authority in operating the MAPPA.

The 'Duty to Co-operate' agencies most involved in the MAPPA in this area are:

  • Leicestershire Partnership NHS Trust
  • Leicester City Adults and Housing Dept.
  • Leicester City Children & Young People’s Service
  • Leicester City Youth Offending Service
  • Leicestershire Children & Young People’s Service
  • Leicestershire Youth Offending Service
  • Rutland County Council, Children and Young People’s Service.

In addition the Leicestershire County and Rutland Primary Care Trust and Leicester City Primary Care Trust are also 'Duty to Co-operate' agencies and are represented on the SMB.

Strategic Management Board

The work of the MAPPA is overseen and managed by the Strategic Management Board (SMB). The current chair of the board is Assistant Chief Constable Chris Eyre, and the board membership is made up of senior officers from the other partnership agencies. Lay advisors represent the viewpoints of local communities.

The SMB has a statutory responsibility to review and monitor the MAPPA in their area to ensure that they are operating effectively.

It was a valuable experience for me to listen to the professionals explain and justify why a particular offender should remain or be down graded concerning their potential level of risk. It was also important to hear the victim’s perspective, and to be reminded that although the crime may have been committed many years ago, victims and their families still have to deal with the aftermath. We must never forget that.”
